In Oklahoma, all counties serve as extensions of the state government, the Oklahoma Constitution defines the roles and responsibilities of county offices. County officers are elected, however unlike municipalities they do not enact any new laws or ordnances. The state creates laws that govern county governments and what laws they can enforce.
